Derek Kidner begins his excellent 1964 Tyndale Commentary by explaining why we need the Proverbs. Roughly paraphrased he says; There are details of character too small to escape the mesh of the law but too large for the broad-strokes of the Prophets. The reality is we need something in between the Law and the Prophets to give us the skills we need, not to make us righteous (for only God can do that) rather to give us the Skills To Live as righteous people outside of the Garden in this fallen world.
